Fu Bingchang

Fu Bingchang’s family were Cantonese Chinese whose ancestors had been well-established in the city of Foshan for over 300 years. Fu started his education in Foshan at a small local primary school with additional tutoring in classical Chinese under the supervision of two well-known Guangdong scholars, Fu Chia-chih, and Lu Hsiangfu. At the age of ten, Fu’s uncle sponsored Fu to move away from his parents in Foshan and study at the prestigious St. Stephen’s Boy’s School in Hong Kong. The aim of the school’s founders in 1903 had been to open a Christian school that would offer an opportunity for Chinese boys to acquire an education similar to that provided by well-known English public schools.

At school, Fu was introduced to his future wife, Kitty Ho. She was the daughter of Sir Kai Ho Kai (1859-1914), the famous Hong Kong physician, who had been Sun Yat-sen’s teacher and mentor. They married soon after Fu’s graduation from the University of Hong Kong as a civil engineer, and in so doing Fu had joined a prestigious Hong Kong family with important connections in business and the revolutionary cause that would enable him to pursue a highly successful political career.

Fu’s career highlights can be listed: Railway engineer for Wu Tingfang (c.1916-18). Attaché to the delegation of the Canton Constitutional Government to the Paris Peace Conference in 1919. Secretary to Sun Yat-sen 1918-24. Governor of Hainan Island 1919-22. Superintendent of Customs and Commissioner for Foreign Affairs at Canton 1922-26. Secretary of the Ministry for Foreign Affairs and later Vice-Minister for Foreign Affairs of the Nationalist Government 1927. Director of Customs Administration 1927. Accompanied Dr. Wu Chaoshu to America 1927-28. On his return to China in 1928 he became a member of the Foreign Relations Committee of the National Government, a member of the Legislative Yuan and chairman of its Foreign Relations Committee. A principal drafter of the Chinese Civil Code 1933-36. Member of the Central Executive Committee 1935. In August 1941 Fu was appointed Political Vice-Minister for Foreign Affairs, of which post he was relieved in December 1942. He was appointed ambassador to the Soviet Union in January 1943 and remained in post in Moscow until April 1949.

Fu predicted the downfall of Chiang’s National Government some weeks before he was to quit Moscow. As part of his enforced retirement he shipped his diaries, photographs and other personal possessions, to France to be stored by an employee, Counsellor Chen Ding, who had served under him in Moscow but had long since retired to St Cloud, a suburb of Paris. That same summer Fu followed the diaries and settled in Sartrouville, near Paris, with his family. But by 1956, it became apparent to Fu that he and Kitty had irreconcilable differences and they could not live together. He decided to return to the Nationalist fold in Taiwan and work for Chiang Kai-shek. The Taiwan diaries follow his life there, as President of the Anti-Corruption Board and Vice President of the Judicial Yuan, until his death in 1965. Fu received a state funeral.

 

A Note on Courtesy Names

Many of Fu Bingchang’s contemporaries that have appeared in the diaries had courtesy names. A courtesy name is a name bestowed upon one at adulthood in addition to that person’s given name. Those with close personal relationships with Fu were often addressed by their courtesy names in the diaries. In other cases, Fu chose to address people by their courtesy names to show respect. The List of Names includes those personalities who have appeared fairly frequently in the diaries. For those personalities who have been addressed by their courtesy names, their courtesy names are also provided in the table. The introductions to the diaries contain only the formal names.
