The House of Representatives passed the Lend-Lease Bill yesterday, by a vote of 260 against 165, to aid Britain after a debate lasting six days. The only amendments are 1) Congress may end the President’s authority at any time by a majority of both Houses, and 2) Level the value of “on hand or on order” army and naval equipment which the President could send abroad to $1,300,000,000.
