Yesterday, the Canadian Foreign Minister raised the proposal of armistice for the Korean war in the Political Committee of the General Assembly of the United Nations. The content offers major concessions to the CCP. The United States agreed, but the Soviet Union is still against. If the CCP still does not accept the terms, it would reflect that the Soviet Union seems unwilling to allow the CCP to come into accommodation with Europe and the United States.
Also, President Truman has dispatched John Foster Dulles, as envoy to Japan, to negotiate the peace treaty towards Japan. Probably his aim is to discuss with Japan the reorganization of its military hardware.
The Former Consul of Hanoi, Cai Fangzhu (蔡芳翥) and his German wife, came to visit me. Cai said that after he left his post last year he returned to Germany and lived temporarily in the home of his father-in-law. But lately, because of problems within the area (his father-in-law lives in the French occupation area of West Germany), he is afraid of the breaking of war and cannot stay on in Germany, therefore he has come to France. Now he intends to rent a house here. He was a close fellow of Li Shizeng and also related to Wei Daoming. I met him for the first time in Nanjing back in 1928, when I lived with Wang Chonghui in Tongrenjie.
Li Shufan wrote to me, asking whether Europe was stable. He said Song Ziwen urged him not to go. I replied that according to my observation a third world war would not happen. I also wrote to Yu Junji. Liu Kai wrote to me. He told me that when they work in the General Assembly of the United Nations there was a saying that the assistance from enemies was more than from friends.
