The American Secretary of State, Cordell Hull, handed a diplomatic note to the Japanese representative in person yesterday because of the opposition from the Chinese side, reinstating the stance of the United States and raising its principles. This action of the United States really delighted us. The worry we had had in the past few days had been clear, and we could not describe how big the relief was.

The French Charge d’affaires, M. Baudet, invited me for lunch. He said if the attitude of the Vichy side was deteriorating and increasingly submissive he would leave the Vichy Government.
