The Canadian Minister Wilgress visited me to talk about Satō’s visit to Moscow. He said that when Satō left Moscow, the Soviet ships impounded by the Japanese had not yet been released, but it has been already three weeks since he left. He said he didn’t believe that Satō didn’t talk about other things as well. But he also believed the Soviet Union would not want further understanding with Japan. He is a nice and well-educated person. He is also unbiased towards the Soviet Union and also known for his friendliness towards it.
