This morning I received a telegram from the Foreign Ministry. It said that it is not necessary for Attaché Hu to work as a reporter for the National Herald in Moscow.

This morning the Soviet news published that the Foreign Minister P.Stainov coming with Cabinet Members arrived in Moscow yesterday to discuss the terms of the truce, which is probably the result of the discussion between Stalin and Churchill the night before last.

Secretary Yang Shuren returned from Cairo. He said the Embassy in Egypt had ten people who were all sent by the Foreign Ministry, but they did not cooperate well. And for any matter Minister Xu had to take care of it himself. Since the personnel department was taken over by the Office of Aides, the management of the personnel department in the Foreign Ministry has been terrible. This is because promotion is no longer based on merit and ability, but only based on the criteria of whether the Head of the personnel department viewed whether one belonged to his clique or not. Therefore the staff need not care about their required duties and took attacking others as their main job. Therefore those people who had self-respect were shameful to do so. Those promoted from outside were weak in capability and they never paid attention to their necessary duties. Chen Guofu should take the responsibility.

The capital of Hungary had a coup d’etat. The Germans forced out its Regent Horthy as he broadcast that he wanted to make peace with the Allies and they organised another puppet government. The destiny of a small country is really bad. The worst thing that the British and French people imposed on Europeans was that they tried their best to incite internal division, thus making big countries become small so they could become big countries themselves. This cunning and brutal policy is the same as the forceful aggressions of Asian, African, American and Australian peoples. Their aim was selfish scramble.
