The literary magazine Zvyazda published an article entitled “International Security Organization” in the No.4 issue this August. It advocated as follows. 1) The four great powers as Britain, the United States, China and the Soviet Union should organise a leading organisation, making another agreement with regard to the collective use of force. 2) There is no need for a consensus, just use the majority such as two thirds, but the Big Four Powers should be binding together, and it was not suitable to have the principle of unreal equality. 3) They should use ceasing connection, blockades in economics and transportation as well as naval and air force demonstrations and other methods. 4) They should organise an international air force group. 5) When they discussed sanctions and other important issues, then all the smaller countries should take part too. But before or after the discussions, they should seek approval of the leading organisations of the four big countries. If the leading organisations of the four big countries can do it on their own, they can do so. 6) All other duties from the previous League of Nations should be separated. This type of proposal is very good for China. I immediately cabled the Foreign Ministry to report.
Today, the meeting of Britain, United States and Soviet Union in discussing the post-war security organisation was held in Washington. Both British and American representatives said that the ideas of the three countries were about the same. Also our country dispatched Gu Weijun as our representative. This arrangement was quite good.
