At 3.00 p.m. I went to the Soviet Ministry of Foreign Affairs to see Deputy People’s Commissar for Foreign Affairs A.J. Vyshinski. He seemed to be more straightforward than the Deputy People’s Commissar for Foreign Affairs Lozovsky. He talked about the Sino-Soviet relationship and also the cooperation of the people of the two countries towards the world’s future. I agreed. And he also expressed the sincerity of the Soviet Ministry of Foreign Affairs towards the Sino-Soviet relationship that it was not only shown in words, but also fully expressed by actions as well. (Probably he was refering to the Xinjiang issue.) He also said that he had long known I was a friend of the Soviet Union, therefore he hoped I could further the Soviet–Sino friendship during my tenure. I told him that when I was in Chongqing, I had talked to Ambassador Panyushkin many times with regard to this, and that this was also my hope. I was quite relieved that we shared the same idea and we also talked about the German-Soviet war and the Sino-Japanese war until 4.10., then I left happily. He was transferred from the post of Minister of Justice to become the Vice Prime Minister of the Executive Council, and now he is concurrently the 1st Deputy People’s Commissar for Foreign Affairs. Probably he was influential in both party and government therefore he dare not say more. I feel he was both understanding and talented, and I was happy that he was quite sincere towards the Sino-Soviet relationship
