The Central Reform Committee of the Kuomintang have sent me a notification and asked me to reply. I responded immediately. The overall idea is that since I left my post as the Ambassador of Soviet Russia the year before last, I had travelled to France to treat my gallstones. I report to the government so it has all been recorded. At this point the illness is still not over so I am unable to return.

The United States declared that after August this year Western Europe would defend against a Soviet invasion.
