1. The Soviet Ambassador yesterday handed back the French Note protesting against the former’s recognition of the Vietnam government as unacceptable. He was asked to call on the French Foreign Office this morning.
2. Bevan left Rome for Paris this morning after consulting [Prime Minister Alcide] De Gasperi.
