Minister Song Ziwen arrived in London yesterday.

Yesterday the Soviet newspapers criticised the idea of an Eastern European federation, viewing it as an anti-Soviet movement supported by a certain portion of the British-American anti-Soviet clique, independent clique and Peck’s clique and so on. The words were ones of discontent. Again, it seems a misunderstanding has arisen between the Soviet Union, Britain and the United States, which is very worrying. I immediately reported it to the Ministry of Foreign Affairs.
