The Japanese army unexpectedly, and forcefully, entered our General Consulate in Hanoi yesterday morning. They captured two servants in the Consulate, as well as some hundred Chinese expatriates. This further proves that our enemy is rude and does not care about credibility. Also, the French Government in Vietnam fears Japan, and hopes to dissuade the aggressor from invading further, but it does not realise that Japanese ambition is never ending. It would be a crime to be fearful and seek momentary ease in the world now.

I dined at Wang Chonghui’s and talked with him with regard to the readjustment of the executive parts. As expected, Wang Chonghui did not want to offend others. He suggested deleting the part of my plans for the Design Bureau and Examination Committee, and only to take the part for the delineation of the powers of the Defense Committee and Legislative Yuan. I knew it was his character so I did not argue with him. So, I prepared the articles and discussed them with him for a while and then submitted them.

After supper, Xie Baoqiao came to the hostel to discuss the visits of Consultant Lattimore, and him, to various places.
