I studied Italian on my own.

The Italian Government has informed the Soviet Union that the Soviet Union exercised its veto power to bar Italy from entering the United Nations. This had violated the peace treaty to Italy. Therefore, the Italian Government found that it was no longer the duty for it to implement the said treaty. This implied that Italy might stop paying the indemnity.
