The American International Law magazine in its first issue this year published articles by Hammer and others. With regard to the issue of hostages, [Hammer wrote] as a matter of fact Britain and the United States did not forbid [taking hostage]. It is only a matter of degree. As to the type of this barbaric act, it is only about the same as the German.
