I cabled Ambassadors Gu Weijun and Wei Daoming telling briefly about what happened at the conference, and cabled Vice Ministers of Foreign Affairs Wu and Hu, explaining to them that as Hull insisted that the matter had to remain secret, so I reported direct to the Generalissimo and Minister Song lest it leak out.  Therefore I didn’t cable direct to the Ministry of Foreign Affairs, and I hoped that they and the people in the Ministry of Foreign Affairs would understand my reasons of doing so.
