Thirtieth day of the second lunar month

Listened to the German broadcast. It said Japan bombarded Chongqing airport yesterday, and bombs were dropped onto the city. There has been no bombing in Chongqing for two years, the casualties must be serious. I was deeply concerned about this.

Wu Liquan can leave Kuibyshev after tonight. The treatment of the Soviet Union towards his passport and residency annoyed us. I feared that when he was back in Xinjiang he would harbour hatred towards the Soviet Union, so I talked to him at length last night about the status of our country and the difficulty we are facing. I reminded him that we should handle Xinjiang affairs with prudence. When we handled things, we should think of national interest every time. We should not strive for achievement in a rush, and should not fear criticism. Because successful diplomacy could be handled by everyone, but in the case of humiliating diplomacy, a person who possessed no knowledge, great wisdom or courage, could not handle it properly. I urged him that if he came across difficult cases, he should try to refer them to Chongqing. He also knew he had great responsibility and what he should fear. I asked him to take letters to Wang Chong, Sheng Shicai and Kitty.
