Bulganin and Khrushchev have visited Burma. It was certainly very easy to score a success as Burma needs money for construction. The American side indicated its willingness to help Burma last year, but terms were attached which made Burma unwilling to accept.  Also, the Western group was unable to buy Burma’s surplus rice for export. At the same time, Britain refused to sell ammunitions to Burma. Therefore, as the Soviet Union is not only willing to provide economic assistance without attaching any terms on the surface, and to buy Burmese rice for export to aid the needs of the North Vietnamese government, the Burmese side naturally welcomes it.
