At noon, Minister Guo Taiji treated the Belgian Ambassador, the French Chargé d’affaires and others to a banquet at the hostel. The French Chargé d’affaires said Japanese troops were not very numerous in Vietnam. Japan’s proclamation that it would transfer its army one by one was no more than a mean threat. According to the Governor of Vietnam’s report, when the so-called ammunitions the Japanese sent to Saigon were lifted to the pier, workers carelessly destroyed the wooden boxes, but it was found that what was inside the boxes were all pebbles. So, one can see the enemy’s dearth of materials, and that its troops are too inadequate to attack Yunnan.
