The British Counsellor Baggalay died in Moscow yesterday. He was a very friendly person. He was originally transferred to Chongqing, and I was very pleased that he was going. It is unfortunate that he died on his way to China. I feel very sorry. He had many friends in the Diplomatic Corps here. I immediately sent a letter to Crosthwaite and also cabled Sir Archibald Clarke Kerr and the Chinese Ministry of Foreign Affairs to ask them to redirect it to Sir Horace Seymour.
