Today the Soviet newspapers published the proclamation order of the Polish National Congress, which has been set up in the Polish occupation areas (mainly Warsaw), that the Polish Committee of National Liberation has been formed. E. B. Osubka – Morawski was appointed as the President and Director of the Department of Foreign Affairs), Andrzy Witosc as the Vice-President and Director of Department of Agriculture Agrarian Reform, Wanda Wasilewska as the Vice-President, Col Gen. M Rola-Zymierski as the Director of the Department of National Denfense etc. In its letter to the public it said the formation of the Congress was based on the 1921 Constitution, so it is the only legitimate organisation. But the Polish exile government in London is based on the 1935 Constitution, therefore it is an illegal government. This clearly reflects the attitude of the Soviet Union towards the exiled Polish Government. This is the result of the many unwise acts of that exile government. The British Government has been put into an even more difficult situation, and Eden himself will feel most embarrassed. This was made by them as I clearly told Eden at the Moscow Conference that he could not expect the Soviet Union to use its Red Army to fight the bloody war against Germany to get Poland, and then the Soviet Union present Poland to people who are against it. But Eden has a very strong bias. He only thought of the interests of the British Government and his Conservative Party, and was unwilling to impose any pressure on the Polish exile government, and gave it many rewards that it would not be able to fulfil. This is bad for the Soviet Union and also the Polish exile government. In the future what the effect of the Polish Incident will be on the Allies, I am unable to say, but this is surely an unfortunate incident. We should pay special attention to the Soviet attitude and the policies of how Britain and the United States coped with the incident as our country could learn a lesson from Poland’s mistakes.

 

Soviet newspapers published the open letter from the 16 German military leaders to the high ranking military officers of the German army. It depicted the reasons for the failure of the German army and urged Hitler should be ousted and Germany withdraw from the war.
