In his address to Congress, President Truman suggested an increase in armaments. He intended to produce fifty thousand airplanes and thirty-five thousand tanks per year, and increase the power of Western Europe and various anti-Communist forces. The United States has made up its mind to do so.

I wanted to pay a return visit to Minister Duan, but it happened that he was not at home so we went out for dinner.
