At seven in the morning I went to the Nationalist Government offices to participate in the Memorial of the first uprising of Dr. Sun Yat-sen. Wu Min (吳墀) reported. At 8.00 a.m. I went to the Ministry of Foreign Affairs. Because of a heavy down-pour the road was in such a poor state that Wu Shangying could not return to Dushiqiao. I told Li Sizhao, that after discussing with Minister Guo and Qinwu, we would send him as the First Class Secretary to Canada, adding the title of Counsellor. I also urged him not to make any additional request because everyone in the Ministry of Foreign Affairs wanted to be sent abroad. I insisted that his grade could absolutely not be raised, because if he was sent abroad and promoted at the same time, colleagues would consider it unfair to them and it would create bad feeling. He was really grateful for my help.
