Roosevelt told reporters that the Chinese military situation is in great difficulty. Vice-President Wallace also said that militarily speaking China is in grave difficulty. Now the Americans should understand our difficulties, give us more assistance and not be so critical towards us. He also said that the American Government has decided to recognise the French provisional government as the provisional government in the liberation area. This problem could come to a satisfactory conclusion. As a matter of fact many twists and turns are not necessary. This is enough to see that the stubbornness of great people is that they are unwilling to admit their own faults and make immediate change. This is universal but De Gaulle also said in the press conference that after the war out of the ideal for the safety of France, he will make the French military flag fly in certain areas of Europe. To say this during this time is really unwise. Based on what De Gaulle says and does, it seems to me that he cannot be the right leader to rejuvenate France.

This afternoon when Counsellor Liu met Secretary Litvinov of the Soviet Foreign Office, Litvinov was quite discontented with the various actions of the Xinjiang authority. He listed the servants of the five new Soviet Consulates being forced to quit by the Xinjiang authority, plus its search of the Soviet Consulates and their staff, as well as illegal activities. He also said that from last year he raised this issue with our Ministry of Foreign Affairs and the Commission Office at Dihua many times, and they either did not reply or declined. Though Chairman Chiang has repeatedly instructed that the situation should be improved, the Xinjiang authority hasn’t changed even slightly, and it has even declared to the Chinese workers of the Soviet Consulates that the Soviet Union is China’s enemy. All these are assumed to be the Xinjiang authority’s defiance to the orders of Chairman Chiang. What the Xinjiang authority did must lead to serious problems. During this time when our country is at its most critical time, the Xinjiang authority doesn’t understand the Government’s difficulties and disregards the interest of the future of our race. I really did not know what it is trying to do.

The cook, Song, and his whole family will return to China. He has worked in the Embassy for more than ten years, and is in bad health. Originally it was a great pity and I wanted to help him but his wife is ignorant and their children uneducated, which has created a bad influence on discipline within the Embassy. So, when he left everyone was so pleased.
