Dean Acheson made a speech. He opposed using the Kuomintang army and bombardment of the Chinese Communist base in Manchuria. Also, he said it was still not apt to set up an alliance in the Pacific. This was his consistent policy. Harriman said he also did not advocate to expand the Korean War.
