At noon, I visited the British Ambassador Kerr. He said probably the Quebec Conference discussed European and Far Eastern affairs and that they received equal attention. With regard to the Far East, the British side has decided that after the defeat of Germany, she will use her power too, and try to avoid or make excuses. Probably Churchill and Roosevelt have a concrete plan of war already and have notified the Generalissimo about it. However, since he did not receive the plan he was unable to tell me. With regard to Europe, again the most part was about the war. Because there was a document which contained a top military secret and needed to inform Mr. Stalin, so he and Ambassador Harriman met with Stalin the day before yesterday. Other than that there was no other important matter. We talked about the European war situation. He said after the German army retreated back to their country, their power of resistance was exceptionally strong, so British and American armies have had to move all their supplies from the rear to the front, which is France and Belgium, and have to make substantial preparations before re-launching the attack. He thought that it would take at least one or two months.
I studied Russian from 4.00 to 6.15 in the evening.
Churchill has returned to Britain. Yesterday he made a report in Parliament. He said “The government policy was to secure agreement with the governments of the USA, USSR and China on a number of proposals for establishing an organisation for ‘maintaining peace and security and for ensuring further social and economic collaboration between the peace-loving peoples…’ none of the governments represented at the conference have given any pledges at the present time.
The American Government spokesman said Nelson has already handed the proposal with regard to assistance to China in the war to Chairman Chiang and he has already accepted. Nelson will come to China again this year. This is very good.
The Central broadcast referred to Roosevelt’s talk. He said that China and the Philippines would become castles of democratic politics and future peace. When peace returned it was absolutely necessary for China and the Philippines to cooperate on political, military, economic and cultural aspects. Also Roosevelt said he has full confidence in the leadership of Generalissimo in unifying China.
