The American envoys stationed in the Soviet Union and its vassal states will meet for the third time in Paris this March. Included in their agenda will be discussion about whether the United States should withdraw envoys stationed in the Balkans and Communist countries of Eastern Europe, and also whether the United States would take retaliatory measures with regard to Soviet restriction on the districts of diplomatic demonstration. I was afraid the meeting might not have any result.
